NOTICE OF REGULAR MEETING

THE CITY OF COTULLA CITY COUNCIL WILL MEET FOR A REGULAR MEETING
ON THURSDAY, NOVEMBER 14, 2024, AT 6:30P.M. AT THE STOCKMENS BUILDING
LOCATED AT 101 N FRONT ST. LOT #10, COTULLA, TEXAS 78014 DURING WHICH
TIME CITY BUSINESS WILL BE CONDUCTED IN ACCORDANCE WITH LOCAL
GOVERNMENT CODE CHAPTER 551 AS FOLLOWS:
- Call meeting to order.
- Roll Call.
- Pledge of Allegiance to the United States Flag.
- Citizens to be heard.
Persons who desire to address the City Council will be received at this time. Those
persons wishing to speak should complete a Public Comment Form and submit it to
the City Secretary prior to the meeting. If the speaker wishes to comment on a
particular agenda item, then the speaker should indicate such item(s) on the form.
Public comment is limited to three (3) minutes per speaker. In accordance with the
Texas Open Meetings Act, the City of Cotulla City Council cannot deliberate or take
action on items not listed on the meeting agenda. (Attorney General Opinion JC-0169) - Approval of Minutes

ORDINANCES AND RESOLUTIONS TO BE APPROVED
- Discuss/consider & act on revisiting the following resolution that was approved on
March 20, 2014 and possibly accepting the donation or purchase of the pylon sign and
revitalizing the sign with HOT tax monies:
A RESOLUTION OF THE CITY OF COTULLA, TEXAS ("CITY") APPROVING
THE SALE OF A PYLON SIGN LOCATED UPON LOT 7, BLOCK 1 OF THE LAS
PALMAS SUBDIVISION TO EL NOPAL DEVELOPMENT, LLC AS SHOWN IN
VOL. A. PAGE 59 OF THE DEED AND PLAT RECORDS LA SALLE COUNTY,
TEXAS; ACCEPTING THE DONATION OF THE SURFACE ESTATE OF LOT 2,
BLOCK 3 OF THE LAS PALMAS SUBDIVISION AS SHOWN IN VOL. A. PAGE 59
OF THE DEED AND PLAT RECORDS LA SALLE COUNTYTEXAS; DECLARING
A PUBLIC PURPOSE; INCORPORATING RECITALS; PROVIDING FOR
SEVERABILITY AND DECLARING AN EFFECTIVE DATE.
MOTIONS TO BE APPROVED
- Discuss/consider & act: on approving the procurement policy for the City of Cotulla
to comply with Texas Division of Emergency Management (TDEM) and other
grant funding requirements. - Discuss/consider & act on: approving engagement letter from Escamilla & Poneck,
LLP Attorneys and Counselors for Bond Counsel Professional Services for
Texas Water Development Board Project No. 15660. - Discuss/consider & act on: approving Financial Advisory Service Agreement from
Tijerina Financial Consultants for financial Advisor Professional Services for Texas
Water Development Board Project No. 15660.
10. Discuss/consider & act: on approving the following Texas Water Development Board
(TWDB) documents for City of Cotulla Project No. 15560, Planning, Design and
Construction of Waste Water Treatment Plant Improvements:
A. Form 0201, Application Affidavit
B. Form 0201A, Application Filing and Authorized Representative Resolution
C. Form 0201B, Application Resolution-Certificate of Secretary
11. Discuss/consider & act on: City of Cotulla Holiday Schedule for Calendar Year 2025.
- Discuss/consider & act on: approving reimbursement request in the amount of
$15,000 from T.R. Keck & Sons for participation in the city's Facade Improvement
Program. - Discuss/consider & act on: request from La Salle County Sheriff Anthony Zertuche
to waive fees for the use of the Plaza Florita Park for the annual Blue Santa event. - Discuss/consider & act on: request from Ms. Ruby Garza on behalf of the Class of
2026 to waive fees for the use of Alexander Convention Center for the annual High
School Prom on April 26, 2025. - Discuss/consider & act: on request from Cotulla Independent School District to
waive fees for the use of the Alexander Convention Center for the first annual
Christmas Dinner & Gathering - Discuss/consider & act on: quotes submitted by American Electric Power (AEP) to
light up Mustang Creek on Poole St. as request by Mr. Eloy Zertuche.

- Discuss/consider & act on installing additional lighting on Pecos St., Goodwin St. &
Martinez St. along Mustang Creek as recommended by City Administrator. - Discuss/consider & act on: authorization to advertise Request for Qualifications (RFQ)
for Professional Engineering Services for the Cotulla-La Salle County Airport Projeet. - Discuss/consider & act: on approval to purchase Christmas Decorations not to exceed
an amount of $15,000 to be paid from HOT tax monies. -
